Long War 2 Class Builds - Psi Operative
This soldier is too strong; the proper build, too obvious.
This is going to be quick. All you really need to do is follow these two protocols:
Take Solace and Stasis as soon as you can.
Do not take Fortress.
The reason for this is simple. Abilities are randomly chosen for each Psi Operative to learn, but some abilities are not available until prerequisites are acquired. The best ability (Domination) require Solace and Stasis. Null Lance, also a great ability, requires Stasis. Fortress on the other hand, is a weak ability that opens up 3 more weak abilities, Fuse, Bastion, and Stasis Shield. By avoiding Fortress, a giant awful branch of the skill tree is pruned; Insuring that Domination and Null Lance will eventually appear, and sooner than otherwise.
While there can be some debate about how valuable the other skills are, it is not very consequential. Below is my full ranking of skills, which takes into account training considerations.

The biggest question, though still not important, is which of the three enhanced base ability skills (Soul Merge, Soul Steal, Schism) do you prefer. I value Soul Merge just above Soul Steal; it can be used to help an ally survive as well as improve the chance that Kubikuri succeeds. Soul Steal is good, easily adding HP to your soldier. Schism is my least favorite. It can guarantee a kill on a low HP enemy, or soften a stronger enemy, but will rupture those that are mind controlled via Insanity, making them less useful target dummies.
