I think you're underrating infantry, because you don't build them for their best trick: Suppression + Lock&Load. Once Ammo Conservation gets invented, such an infantry can sit in heavy cover and slowly solo kill a Cyberdisk or (unmerged) Mechtoid with almost no risk, by alternating (Shoot->Suppress) and (Reload->Suppress). When the alien forces start to rely more on "bosses", the ability to have a single soldier who can lock down a single enemy forever becomes very very powerful.

Yeah, you may be right. Suppression is pretty much hard control against cyberdiscs, and always useful. On the other hand you can command your gunner after they reload if you need constant suppression, and so a gunner can pretty much do the same thing with a bit of help. And they have holo + shred available - checking more boxes than Infantry suppression. Of course you don't have to pick one or the other - You could use both of those soldiers, which is what I suspect you are doing, and I know from experience that having 2 soldiers with suppression is solid.
